Peru Partner In-Country Working Groups

Peru has a population of over 32 million and is the 19th largest country in the world, and the third largest in South America. Peru is one of the richest countries in the world in terms of natural resources like copper, silver, gold, iron, zinc, phosphate, oil, natural gas, and coal. At the same time, these resources contributed to human rights abuses and violence in the country.

The two Voluntary Principles Partner In-Country Working Groups (ICWGs) are based in the capital, Lima, and in Cusco.

Lima Partner In-Country Working Group

The working group was created in 2010 by a group of non-governmental organizations (NGOs), companies and diplomatic, that, in a context of growing social conflict, decided to establish a space for reflection and the implementation of the Voluntary Principles on Security and Human Rights (VPSHR) in Peru.

The Partner ICWG is made up of actors from three pillars (State, companies and civil society) and is accompanied by observers, among whom are international cooperation institutions that include diplomatic representations.

The objectives of the working group are to:

  • Contribute to the dissemination and training on the VPSHR, and the Guiding Principles on Business and Human Rights (UNGPs).
  • Promote multi-stakeholder dialogue based on the VPSHR and the UNGPs.
  • Support the implementation of the VPSHR and the UNGPs through the National Action Plan.

Activities in Lima and public documents

The main activities carried out by the group include dissemination and information analysis, training, discussions, development of studies, advocacy, and experience sharing.

Cusco Partner In-Country Working Group

The working group’s vision is to guarantee adequate governance in the promotion and implementation of the Voluntary Principles on Security and Human Rights.

The Working Group is a space for multi-stakeholder cooperation and sharing of information and experiences transparently. It promotes a culture of dialogue in conflict management with an inclusive approach. It is also committed to the sustainable development of the region.

Activities in Cusco and public documents

  • Institutionalization of the working group.
  • Capacity building of the different actors.
  • Field work with organizations and their representatives in conflict management, security and human rights.
  • Advocacy efforts on human rights.
  • Training of board of directors and members of rural organizations, artisanal mining, public security, peasant patrols, and others.
  • Dissemination of materials to inform and sensitize citizens.
  • Visits to security sector institutions (police).
  • Participation in the National Working Group (Lima).
