Chile In-Country Working Group

Chile has one of the most important mining sectors in the world and is the largest producer of copper globally, with mining playing a central role in the national economy. The country also has a long tradition of democratic governance and institutional stability in Latin America. However, like many countries with significant extractive industries and growing security challenges, Chile faces evolving discussions around public safety, crime prevention, and the protection of human rights.

Launched in September of 2024, the Chile In-Country Working Group (ICWG) brings together stakeholders from the corporate mining and energy sectors, civil society, and government representatives, working together to advance the implementation of the Voluntary Principles on Security and Human Rights (VPSHR) in the country. The group has been meeting periodically since July 2025, under the leadership Fundación de Empresas Indígenas, the ICWG secretariat.

Security and Human Rights Context in Chile

Recent institutional developments have reshaped Chile’s public and private security framework. In the second half of 2025, the Government introduced major reforms aimed at strengthening public safety and improving coordination between public and private security actors.

One of the most significant developments was the creation of the Ministry of Public Security, a new government body dedicated exclusively to safeguarding public safety and public order, promoting crime prevention, and protecting people. The ministry is responsible for strategic management of public safety information, oversight of public security forces, crime prevention strategies, and the development of policies and regulations related to private security.

In parallel, Chile implemented a new Private Security Law (Law No. 21,659), which establishes a modern legal framework for private security operations in the country. The law aims to strengthen coordination between public and private security actors, enhance training requirements for security personnel, and improve oversight of private security companies.

VPSHR in Chile

During its first year of activities, the Chile ICWG is focusing on establishing the foundations for the implementation of the Voluntary Principles in the country and identifying key opportunities for engagement.

An initial priority has been assessing gaps and opportunities related to awareness and implementation of the Voluntary Principles among participating members.
